Dedicated towards a more climate-resilient future

The Government of Samoa’s (GoS) project on Integrated Flood Management to Enhance Climate Resilience of the Vaisigano River Catchment in Samoa, referred to as the Vaisigano Catchment Project (VCP) funded by the Green Climate Fund (GCF) is a 6 year project which started in 2017 and is designed to strengthen the adaptive capacity and reduce exposure to climate risks of vulnerable communities, infrastructure and the built environment in the Vaisigano Catchment area.

The GCF-VCP is a multi-sectoral project, executed by the Ministry of Finance (MoF), the Executing Agency (EA)/National Designated Authority (NDA)/Implementing Partner (IP), with the UNDP as the GCF Accredited Entity (AE) with Implementing Agencies (IAs) comprising of the Ministry of Natural Resources and Environment (MNRE), Land Transport Authority (LTA), Ministry of Works, Transport and Infrastructure (MWTI) and the Ministry of Health (MoH).

The Project Board is comprised of the MoF, the EA as Chair, UNDP, GCF’s Accredited Entity, all the IAs (MNRE, MWTI, MoH and LTA), collaborating partners such as the Ministry of Women Community and Social Development (MWCSD), Samoa Umbrella Non-Government Organization (SUNGO), Samoa Water Authority (SWA), Electric Power Corporation (EPC) and Chamber of Commerce (CoC).

Project Management Unit

The GCF-VCP’s Project Management Unit (GCF-PMU) is housed within the MoF, at the Central Bank Building in Apia. The GCF-PMU consists of nineteen (19) members and is considered the core operational team of the GCF-VCP. The GCF-PMU team is led by the Project Manager (GCF-PM), 3 Project Coordinators (PCs), Manager Procurement (MP), Manager Finance (MF), Safeguard and Gender Specialist (SGS), Monitoring and Reporting Analyst (MRA), Finance Analyst (FA), Procurement Analyst (PA), Communication Officer (CO), Administrative Associate (AA) and four (4) Project Officers (POs), one dedicated PO located within each of the four IAs.

The GCF-PMU works closely and through the Climate Resilience Investment and Coordination Division (CRICD) of the MoF under the leadership and authority of the Chief Executive Officer (CEO). The CRICD coordinates all major Climate Change (CC) related projects for the GoS.
